You all saw now viral video A police officer from Salisbury, North Carolina is shown picking up and dragging a police dog named Zuul in a chokehold, hitting him against the side of a car and stabbing him hard – all while other officers watched, giggled, and did nothing to help the dog. Below are updates on the case, including everything PETA is doing to take action against Zuul and the other K-9s.
Update: March 25, 2021
Zuul has several champions and one of them Salisbury Post… A local newspaper has covered the Zuul case since the first leaked video earlier this month, including by publishing an article by PETA President Ingrid Newkirk discussing her time with the head of the Washington D.C. Police Department K. -9 Squad and promote the humane training of police dogs. She wrote:
Metropolitan police dogs were not kept as simple equipment, but somewhere in a cage, like some police dogs; they all lived at home with their families of officers and were considered co-workers, doing much of the same work as their human counterparts. I watched dog training and it was humane, not the dominance-based training that some police departments used then and that Salisbury Police Department seems to still use today.
The newspaper published several harsh assessments, including a March 18 editorial comparing Zuul’s case to a previous brutality case that went viral and led to criminal charges against the abuser.

But so far there is no evidence that the Salisbury Police Department is serious about the incident. From justifying abuse as “out of context” to avoiding liability by referring to it as a “personnel issue,” he has yet to provide any indication that any disciplinary action or other consequences were taken against the perpetrator.
PETA will continue to push for prosecution for Zuul’s sake, but we need your help.

Update: March 17, 2021
On the evening of March 16, PETA members joined other interested residents in the area at a virtual meeting of the Salisbury City Council to demand answers – along with a criminal investigation and related charges – in the case of a Salisbury Police Department employee who abused K-9 named Zuul.
PETA employee and Salisbury local Jeff Hege reminded council members that dogs should be treated like family members and not insulted for work they did not sign up for, and shouted to Police Chief Jerry Stokes for trying to whitewash the abusive officer’s behavior. PETA local affairs manager Rachel Bellis asked why the Salisbury Police Department was allowed to “hush it under the rug.”

Update: March 14, 2021
After in Salisbury, North Carolina, Mayor Pro Tem Al Heggins demanded answers in the Zuul case, PETA Senior Vice President Daphne Nachminovich wrote her own call for accountability. In a letter to Salisbury PostShe asked important questions that concern everyone who cares about Zuul:
Why did this violence become known only a few months after the video was apparently recorded? How many more off-camera abuse? How long did Zuul stay with the officer who insulted him before the officer was “administratively separated” from the dog? Why was the dog examined by a veterinarian just now, too late, after the public expressed outrage?

Update: March 7, 2021
According to a March 4 statement by the Salisbury Police Department, Zuul was examined by a veterinarian that day (two days after the tape went public) and “received a medical certificate.” But Salisbury Post reports that this is not all: an article from March 7 showed that the incident did take place months before the video was leaked to the media, and that there is no indication that Zuul was seen by a veterinarian immediately after the abuse.
Update: March 4, 2021
After the viral video was posted below, PETA reached out to the Salisbury Police Department to demand justice for Zuul (the dog offended in the shot) and remind the department that no one, including the police, is above the law.

The dogs used by police departments and sheriff’s offices depend on their human partners to support them. So when a local news channel ran a story about a police dog being beaten and strangled by the very officer he should have trusted, PETA stepped in and demanded responsibility.
The video above, which went viral, shows a man identified as a member of the Salisbury Police Department K-9.
the handler lifts the dog off the ground on a leash by the neck, throws the animal over his shoulder, pulls him in a “choke hold” several feet, hurls him against the side of a police car, pushes him roughly into the car, and punches him forcefully.
On the video, onlookers can be heard, who, apparently, were inside a nearby car with a camera that was filming the incident. One says: “We’re fine; there are no witnesses. ” Then someone chuckles. Then one asks: “Is your camera turned on?” and the answer is: “No, my power is off.” Then someone says, “I think mine is on,” and then they say, “Can you go and turn off my cameras? Front camera only. “
Obviously, these witnesses knew that the curator’s actions were wrong, cruel and, we believe, criminal. Unfortunately, no one tried to stop the abuse.
Dogs go out of their way to please their guardians and understand what is required of them, and they are extremely loyal. But this abusive trainer didn’t just undermine the dog’s confidence – we believe he violated North C
ar
olina law.
Our phones were filled with calls from people in North Carolina and elsewhere who were outraged by the insults in this video. Despite massive protests, Salisbury Police Chief Jerry Stokes downplayed the incident as a “personnel issue” and stated that “remedial action can sometimes be alarming out of context.” PETA didn’t believe this excuse for a second. We have requested a criminal investigation and prosecution of Zuul’s offender by an independent third party agency. And we addressed Stokes’ statement “out of context” in the letter:
“There is no scenario in which the behavior of this handler would be considered acceptable by any standard, and we believe this is much more than an internal disciplinary issue. This is criminal behavior, ”our letter says.
We also pointed out that witnesses who took no action and were involved in covering up this incident should also be investigated for collusion, aiding and abetting – they should also bear some responsibility for the suffering of this dog.
We not only insist on holding the cruel officer accountable for cruelty to animals, but also to prohibit him from contact with animals in the future.
